This is a true story of how JUSTICE FOR JAMIE came to be. Hopefully, you the readers, after reading her story and seeing her video, can help us find the JUSTICE we seek for our little girl. Because right now she feels that everyone has deserted her for something that wasn't her fault. She can't understand how she is the only one who has suffered and who continues to suffer, and how no one is willing to help her. Please help our little girl!

Jamie Farrar has always been a happy, loving, and trusting little girl from the time she was born on August 16,1987. Even though Jamie was diagnosed with a slight case of Cerebral Palsy, she had accepted this and continued to live a happy life because a loving family surrounded her. Jamie believed that if she worked hard with her physical therapy, and had her operations that maybe someday her legs would work like other children’s. The Cerebral Palsy had affected Jamie's legs and her left arm, making them very weak. Jamie, started physical therapy at the age of two and would go three to four times a week. By the age of three Jamie had started having surgeries on her legs. She finally started to walk when she was three and one half. Even thou Jamie continued with physical therapy she still had to have more operations on her legs. Jamie continued to smile and spread her good cheer to all individuals that came in contact with her. She never would give up. She became a model (using her walker) for Dillards, represented Health Plan of Nevada (by being in articles for their newsletters), also representing Cerebral Palsy in their Telethons. This was a little girl who trusted everyone and loved her doctors. Until, August 1,1994!

08-1-94 SURGERY- Jamie was scheduled for Oral Surgery with Dr. Daniel Orr II. She had to have two extra front baby teeth removed. One was already down and the other was impacted. Jamie, who was six years old now, had never had any cavities or any dental problems. To this day she still does not.

My husband and I told Jamie that this would be one of her easiest operations ever and that there was nothing to be scared about. We told her the dentist would put her to sleep, just like all her other doctors had done, however this time she would not wake up with cast on her legs. However, like any small child, Jamie was still frightened. We usually gave her a sedative before any operation but Dr. Daniel Orr refused to give her one before this dental procedure.

After waiting in the dentist office, which was overly crowded, for over an hour after our scheduled time of surgery, we were called back into the room. Jamie became more upset. She began to cry. At this point, Dr. Orr asked my husband and I to leave the room because he felt we were upsetting the child, and parents weren't allowed in the room during the operation. I reminded Dr. Orr, that Jamie had had several operations in the past and to please be patient with her, that she was very scared.

The doctor’s assistant escorted my husband and me out of the room. This left Dr. Orr and Jamie alone in the room. We were told not to worry that our daughter was in good hands. We also believed this because we were told by several dentists that he was one of the finest Oral Surgeons, and that is why we had brought our daughter to him. We were then taken to the waiting room. We were both anxious to once again comfort our little girl and tell her what a great job she had done like we had done so many times in the past. Little did we know that our daughter’s life would be shattered and the little girl that was born to us would never be the same. Where love had once filled her heart with compassion for others, hatred, insincerity, and fear now would replaced her every moment.

After the procedure was completed, we were taken to the recovery area and told we could take Jamie out the back door. The nurse stated that everything went well in surgery, but we found that Jamie had been severally bruised on her face. She had broken blood vessels in both eyes, scratches on her jaw, and fingerprints down the left side of her face, neck, and ears where extreme pressure was applied. There was also a knot on her forehead that was bruised. Also another front tooth that was not part of the procedure was missing. Our little girl had been PHYSICALLY ABUSED. There was no way that having two front teeth pulled could have made our daughter look like she was thrown through the windshield of a car.

As she lay there, we knew as parents, something had gone totally wrong and knew this could not be dental related. If we had abused our daughter like this we would have been thrown in jail and convicted.

 We demanded to talk to the dentist and was told by the nurse that he was busy with other patients. We asked the nurse or assistant what had happened to our daughter and was told that it was just the anesthesia and it would wear off soon. These bruises were not from anesthesia and it would take several days for them to go away, it took close to ten.

My husband was going to take matters into his own hands, and give Dr. Orr some of his own medicine. Like any other species would do when their young are attacked. I myself was still in shock, how could this be happening, and why? As my husband began to go after the dentist, who was still working on other patients, I grabbed him and after reasoning with him I got him to leave the office and go home before he did something we all might be sorry for later. We have never experienced such rage. There were other ways we could handle this.... THE LAW, so we thought.

After my husband had left I demanded again to talk to the dentist. When I didn't get any satisfaction and was told he was still working on other patients, I could no longer control my emotions and began to scream and demand that Dr. Orr talk to me. I wanted to know why my daughter had been abused.

I don't remember how much time went by, but he finally showed up. I questioned him about my daughter and all he could say was he had to hold her down because she was fighting him. Jamie weighed less than 40 lbs. at the time. I remember crying while I was screaming at this man, and I remember my daughter crying and telling this dentist to stop because he was making her mother cry. Jamie had never seen anyone of her parents cry before. We always had a smile on our face for our daughter who always brought a smile to ours.

Still in shock, I picked up my daughter and started out towards the front door. Dr. Orr said for me to make an appointment to have her checked for the following week. My reply was, "you'll never see this child again"...then I turned around and said "you'll see us in court". We later received a certified letter from Dr. Orr stating we had missed Jamie's scheduled appointment and he was worried about her and to please call his office and let him know if she was ok. CAN YOU BELIVE IT A CERTIFIED LETTER! Must have something to do with guilt...POLITICS.

Still in shock...I knew I had to release the extreme stress that was building inside of me. Jamie had already seen me cry and had heard me yell at this man and she was not going to see any more! She needed me to be strong, yet this would be impossible for me to do while in front of Jamie, who was aware of her surroundings.

So my next thought was to take this child to her Physical Therapy office that happened to be just around the corner from the dentist office. When I arrived at Physical Therapy, I gave Jamie to the girl at the front desk, who Jamie has know and loved for years then went to the back office to cry and relieve this terrible hurting that was tearing me apart. How could something like this ever happen to Jamie? Why?

After discussing what had transpired with Jamie's Physical Therapist and crying on his shoulders, I now felt I could deal with the situation that was put before me. I called my husband at home and told him to meet me at the hospital and to bring the video camera. By this time he had a chance to compose himself, as did I. Now it was time to make sure the doctors checked out Jamie and the police needed to be called. We were now coming out of shock and starting to deal with this unfortunate situation.

When we arrived at the hospital, upon our request the police were called. Officer Chaparian from Metro showed up and took a report. So we thought. We were told that there could be no criminal charges filed and that the only thing we could do was take him to civil court. This was all done after the Officer went to talk to Dr. Orr and after he spent several, minutes on the phone to his Superiors. We didn't know at that time that Dr. Orr had a brother on the same Police Force. Strange, how this so called POLITICS works.

Pictures were taken of Jamie's face by the hospital and I took video. However, Police took no pictures. Somehow these pictures have disappeared from Jamie's file at the hospital (*See Update Page). Once again, strange, how POLITICS works. I just thank God he made me intelligent enough to think to take video pictures. These have not disappeared and they won't.

Jamie had x-rays taken of her face. The doctor on call also examined her. When we were finally able to take our daughter home we thought that this would be the end of her problems. Again we were wrong. We didn't realize that there would be Psychological Problems with our daughter. Our problems were just beginning.

Jamie had blocked her father and I out of her life now. She would not confide or trust us, and she still to this day will not trust us. Who could blame her? Here was a little girl who had known nothing but love, and happiness. Daniel Orr has taken the innocence away from her and left her a terrified child.

This was done just because Jamie was crying in his office. We later found out he was going through a child custody battle and he was having family problems, not to mention running late with his appointments that day, apparently he took his aggression out on our defenseless handicapped daughter.... she was at the wrong place at the wrong time...we believe he SNAPPED. However, this is STILL NO EXCUSE to abuse ANY CHILD!

During this time we are truing to get copy of the POLICE REPORT however we are told that one does not exist.  Again POLITICS have come into the picture.

My husband and I were interviewed by the Dental Board's Attorney, John Hunt, and the Informal Hearing Officer, Dennis Anastassatos D.M.D, and the videotape was given and shown to them at that time They told us a public hearing would be scheduled and they would let us know their findings and recommendations. However, we didn't know that this process would take almost a year when dealing with a child that was physically abused by a well connected, and powerful named dentist. Strange how POLITICS work.

At this time we were given a copy of the Boards findings and recommendations of the Informal Hearing. In reviewing this report, we learned that Dr. Orr stated Jamie had a reaction to the sedative Valium. It was quite funny, how Jamie had never had a reaction to Valium before and she had taken it several times during or before her other operations. This had never been brought to our attention before.

The Board also stated, "that it should be noted when Dr. Orr answered the complaint on 8-15-94 he stated Jamie started swinging her arms and legs violently during the initiation of the I.V., contrary to his statements made during the Informal Hearing. When asked about these contradictions, Dr. Orr stated he must have been MISTAKEN, for he was certain no problems had occurred during the initiation of the I.V. of the patient. It was brought up that Behavioral Modifications Technique i.e. physical force to initiate the I.V, without first informing the patient's parents for those techniques, and without first obtaining authorization to apply such techniques is conduct that is a departure from the prevailing standard of acceptable dental practice and therefore such conduct is a violation of NAC.631.230. and or NRS 631.075.

We believe that because this was a violation and Dr. Orr was now aware that it was a violation, he now changes his story after 10 months and says Jamie had a reaction to the anesthesia. Because of his connections and his name he is allowed to do so. Again chalk one up for POLITICS!

After hearing testimony from mother, father, and grandmother a Full Board Hearing was granted. John Hunt stated he would file the motion the following Monday. The video was never shown to the other members because the said it would cause them to be bias, and when the Full Board Hearing was held they would see it at that time. We have an audiotape of this public hearing, as does the Board.

After sending the Dental Board a Certified Letter stating that we would not wait another 14 months to have a Full Board Hearing, we requested them to put on their agenda at their next meeting a scheduled time for our Hearing. 

It came to our attention that the Board was having a meeting that was to be held in Reno, Nevada on Nov. 17,1995. We were never notified of this meeting and found out on our own by accident. By this time we found, that in our opinion, that the Dental Board could not be trusted. And we were right! We arranged transportation to Reno to attend that meeting, as we had no idea why they were having a meeting in Reno regarding Jamie’s case when her case was filed in Las Vegas. At that meeting on 11-17-95, the Board stated they never granted us a Full Board Hearing and are therefore accepting the findings and recommendations of the informal

hearing officer brought to the Board on 10-5-95. They made this decision without even letting the entire Board see the video that was given to them as evidence.

These findings included that Dr Orr revise his informed consent that would be used in hisoffice, and that all his records would be made available for inspection for one year.

When we questioned the fact that they had told us they would have a Full Board Hearing, they replied by calling us liars. We then asked if we could tape their Hearing of 10-5-95 and were told that that would be no problem.

Now this is what I really call POLITICS! Here is a Doctor who has physically abused a six-year-old little girl, who has suffered and continues to suffer to this day, yet for his punishment everyone is going to look at his books for a year. Here is also a State Board who is there to protect the public and won't even look at all the evidence, and they are calling us liars when we have it all on tape. Do you think that would have been our punishment if we had done what he had done to this little girl? Of course not and that is POLITICS, so I'm told.

My mother and I returned to Las Vegas and acquired a copy of the Board's Public Hearing tape of 10-5-95. To our surprise several minutes of that tape had been eliminated when compared to our original tape also taken on 10-5-95. The part that was eliminated was the part where we were granted a FULL BOARD HEARING. This is not only POLITICS, but I believe this is TAMPERING with STATE RECORDS. What would you call it?

However, no one would listen to our tapes. I guess if you don't hear it, you don't have to address it. POLITICS!

On 12-5-95 we wrote Governor Miller's Office to make a Formal Written Complaint against the Nevada State Dental Board, which was appointed by Governor Miller. In a response to our letter, on 1-22-96 we received a letter from Colleen S Walsh, Administrative Assistant Boards and Commissions. She stated that there was nothing the Governor could do. However, this did not prevent us from pursuing a Civil Action for alleged negligence against this dentist.

Now remember this is a Governor who was concerned about the welfare of the children of Nevada, so he has said. We must protect the children for they are our future for tomorrow. Again I guess my child's name wasn't on his list. That must be POLITICS!

Still truing to get copy of POLICE REPORT. Still being told there is none!

Carol Rasco from the White House of the United States was visiting my daughter’s school. I was able to meet her and had explained Jamie's terrible ordeal with the Dentist and how we couldn't even get a POLICE REPORT. She seemed very interested and told me she would get hold of Governor Miller herself and gave me her number to the White House.

She took down the information and said if I had any problems to please call her. What a wonderful Lady! Finally some help!

The Governor wrote me a letter stating he had received a note from Carol at the White House, indicating that we had some concerns with our daughter and that we would like him to look into. He then asked us to send him these concerns and he would be more than happy to see if he could help. Apparently when we sent him our concerns of CHILD ABUSE before in a letter, it didn't mean much to him because here it was he didn't even know who we were.

On 8-30-96, we sent him another copy of the letter we had sent him before. This time, we included the video so that he could also see what our concerns were since mere words were not enough for him to remember a child who had been physically abused by her Oral Surgeon. Apparently he was use to these things happening, however, we weren't!

POLITICS again.

We received a letter from Ann Wilson Andreini, Legal Counsel for the Governor, advising us that it would be inappropriate or the Governor's Office to attempt to overturn or otherwise intervene in matters before the Board of Dental Examiners. They further said this does not prevent us from pursuing a civil action for alleged negligence. It took them three months to say this!  I guess it takes time to PASS the BUCK. I guess it was appropriate for this Oral Surgeon to PHYSICALLY ABUSE our daughter and it's INAPPROPRIATE for anyone to do anything about it. Do you think it might be because this man's family has a school named after his father, ORR MIDDLE SCHOOL, has a bother in the police department...is this why no police report was ever filed, and has had family in the Court Justice System. I was told by a State Senator, I guess this is again...POLITICS.

I called the White House and talked to Diana Fortuna, Assistant to Carol Rasco. I explained our situation and told her we were having a hard time tracking down the police report that was suppose to have been taken at the hospital on 08-01-94, and how for some reason no one could find it and how we were told it did not exist. She gave me the name of Kurt Decker, Executive Director of the National Association of Protection Systems in Washington, and told me to tell him the White House sent me. After explaining my dilemma to Mr. Decker he then refereed me to Travis Wall in Las Vegas, Nevada, of the Nevada Disability Advocacy & Law Center.

In between this period we went to Internal Affairs and talked to John Alamshaw & Albert Salinas to file a Complaint against Officer M. Chaparian, whose report was mostly false in contents. Officer M. Chaparian stated in his report that Jamie’s bruises were minor not severe. I wonder what it would take for them to call her bruises severe, her being DEAD? We were told that they could not find this report and to please bring it with us when we came. We did. However, after several weeks, we were once again told that they could do nothing about our situation, that we would have to take this action to Civil Court.

In February, Cindy Roragen was assigned to Jamie's case. Finally someone who was really interested in finding out the truth. Cindy worked very hard and interviewed my husband and I and viewed the video along with hearing both tapes on the Dental Board. Cindy was also able to get a copy of the POLICE REPORT however it was not called a Police Report, but an OFFICERS REPORT. It was an inter-office memo. However, this OFFICER REPORT was completely untrue and filled with things that never even existed.

For example, this report stated that my husband and I were in the room when Dr. Orr was restraining our child and that is when the bruises occurred, and we were there until Jamie was completely asleep from the anesthesia. However, Dr. Orr states that he asked us to leave the room and we also state that we were asked to leave the room when Jamie started to cry, before

the anesthesia was ever given.  Again POLITICS! This is a pretty sad thing to think a little girl has still been suffering for over two years and continues to suffer and the POLICE DEPARTMENT never even cared enough to get the truth about a crime that was committed on a child resulting in CHILD ABUSE! I guess its appropriate for the Officer to make up anything he wants...and when he wants to. Thank God, we didn't take the LAW into our own hands and we believed in our LEGAL SYSTEM.

During this time we went to Abuse & Neglect for Children. Dr Orr had stated in his writings to the Dental Board on 8-15-94 that, and I quote, "I would recommend a psychological evaluation of Mrs. Farrar. Her own conduct as observed by me left no doubt that she herself is emotionally neglectful and abusive towards Jamie." Because no one ever came to investigate my relationship with my daughter, or talked to any of her Doctors, Teachers, family, or neighbors, I felt I had given them enough time to report me. I then took myself down to Abuse and Neglect and talked to Sandy Durgan and Sue Wellington. I explained to them that I was under the impression that because of Orr's statement, and him being DUTY BOUND to report any sort of CHILD ABUSE, I wanted to know why I had not been investigated. I was told no report was ever brought against me. Strange, how POLITICS work.

Cindy sent her findings to the Nevada State Dental Board and to Governor Miller's Office. Asking the Dental Board to reopen their case against Dr Daniel Orr II. She was told that the case would not be open, and how sorry she was that Jamie would have to settle her case in Civil Court. THIS CASE WAS CLOSED! POLITICS!

Jim Grigsby, my father, Jamie's grandfather, was a Las Vegas Fireman who was one of two Firefighters that started the Boot Drive for Jerry's Kids in 1959. He was one of the organizers for the Las Vegas Fire Department Boot Drive that went Nation Wide. The Firemen all over the U.S. go out once a year and take off their boots to help collect money for Jerry's Kids. I am now asking Jerry Lewis for help. This is Jim Grigsby's GRANDDAUGHTER. My father took off his BOOTS for Jerry's Kids; I'm asking Jerry to take a stand for JUSTICE FOR JAMIE, for JIM GRIGSBY. My father past away in 1987 from the same disease that he helped to fight. Hopefully, Jerry Lewis will do what ever he can to help Jim Grigsby's Granddaughter; like Jim Grigsby did everything he could and accomplished to help Jerry's Kids.

Many people have told us that because Dr. Orr is a member of the Church of Jesus Crist of Latter-day Saints [LDS], powerful, with a powerful family background and connections with the Police Department, we don't have a chance to win!  He will drag this on until the time where we can't afford to go on anymore.

Well it's been five years now, and we are still here fighting, barely, but still fighting. However, we need your help as parents, Uncles, Aunts, siblings, or just simply human beings who would like to help a little girl who has suffered enough.

His Lawyers want to send Jamie to their doctors now after five years and have her relive the nightmare she has been trying to forget.

The Courts and the lawyers have informed us that Jamie must have a Physiological Evaluation by a male Psychologist.  This man will

be able to interview Jamie alone with no one else present in the room, not even an assistant, again. After the incident with Dr. Orr, we promised Jamie that we would never leave her alone with anyone ever again. Now, we must tell our daughter that she must go into a room with another man and be alone with him. How could any Judge, ORDER an abused child to be submitted to such a cruel act. This child is scared to be left with any stranger alone! Anything could be said or done to her without anyone knowing about it to break her down. It would be her word against his, again. They are doing this to her after five years. Why have they waited so long? Now that we have worked so hard in building her confidence and trust back, they want to tear it down to prove she is not creditable. Please PRAY for Jamie to have strength. If we don't go along with this Court Order Jamie's case can and probably would be dismissed... we would be in contempt of court. When it's time to go to court she is ready to tell her story but to have to relive it now just so they can break her down even more is simply unfair to this child. ENOUGH IS ENOUGH!

Why was Daniel Orr allowed to continue on with his life and Practice, while his Lawyers kept Jamie's case out of court for all these years? While Jamie, the abused child, who is now five years older and still suffering from panic attacks, stuttering, soiling her pants, and not trusting her parents, must continue to suffer?

Jamie has seen that nothing has been done to the man that abused her so she figures it must then be her fault. She has given up on all the important things in her life such as just being able to be a happy, loving child like she was so long ago. It is not fair that this cover up has been allowed to go on as long as it has. Please view the picture of Jamie before the incident with the dentist. It is on the front page of Justice For Jamie. You will see her happiness in her eyes, and feel her hurt in your heart.  How many kids must this man destroy before the conspiracy to cover up is stopped?

POLITICS OR NOT, WE NEED TO PROTECT THE CHILDREN SO THEY CAN TRUST US, THE ADULTS, AND DEPEND ON US TO SHOW THEM THAT THERE IS AND ALWAYS WILL BE JUSTICE IN OUR LEGAL SYSTEM. NOT JUST FOR THE RICH, POWERFUL AND WELL-CONNECTED, BUT ALSO FOR THE INOCENT NO MATTER RACE, COLOR, OR HOW UNFORTUNATE THEY ARE. IF WE DO NOT CONTINUE TO PROTECT OUR CHILDREN, OUR CHILDREN WILL BELIEVE THAT THE ONLY WAY THEY WILL GET JUSTICE IS TO TAKE THE LAW INTO THERE OWN HANDS LIKE WHAT WE ARE BEGINNING TO SEE IN OUR SOCIETY NOW. WE ALL KNOW THAT TAKING THE LAW INTO OUR OWN HANDS IS NOT THE WAY TO FIND REAL JUSTICE.

THIS WILL BE A BETTER WORLD FOR OUR CHILDREN WHEN THE POWER OF LOVE REPLACES THE LOVE OF POWER!

Please help our Daughter fight for JUSTICE! JUSTICE FOR JAMIE...

Then close your eyes and imagine our little girl being your little girl and how you would have felt and what you would have done!
